For the purpose of this chapter the following definition shall apply unless the context clearly indicates or requires a different meaning.
"Itinerant merchant, vendor or peddler" means any person with no fixed place of business in the City who carries wares or goods with him which he is prepared to sell at the time he solicits business, and who deals primarily with consumers. (1993 Code 112.01)
