§ 130.02 CURFEW IN PARKS.
   (A)   There is established a curfew for all public parks within the city limits from 11:00 p.m. to 5:00 a.m. During this period no one may use the public parks of the city for any purpose except as provided in division (B) of this section.
   (B)   An exception may be obtained to this curfew by an application in writing to the Parks and Recreation Director. Such application must be presented at least in time for consideration at a regular meeting of the City Council but in no event can it be presented to the Parks and Recreation Director less than 14 days prior to the date the exception is desired. The application must state the name of the organization, the reason for the exception, and must contain a certificate to the effect that no harmful drugs will be used by any members of this organization during this period.
