The Police Department of the city or any officer thereof may, at his or her discretion, order any vehicle parked in violation of any provision of Title VII of this code of ordinances or any state or federal law, to be removed by a wrecker. The fees for the towing and impoundment of any vehicle ordered moved by the Police Department shall be paid by the owner of the vehicle.
