Every owner of a taxi stand shall keep accurate records relating to calls received and services rendered, the time of such calls for services, the name of the driver performing the service or making the service call, the place of such call and the time of return from such call. Every owner shall give access to any and all records kept to the Chief of Police or any member of the police force. Any and every refusal to give such records or furnish information kept regarding such matters shall be a misdemeanor.
