The drivers of taxicabs using public taxicab stands shall remain seated in their vehicles at all times while such vehicle is at a public stand; provided, however, such drivers may leave their vehicles when actually necessary to assist passengers to enter or leave same, or in case of an accident, necessity, or emergency beyond the control of such driver. Limousines shall have no right to access to public taxi stands.
