§ 118.40 PERMIT REQUIRED; EXCEPTIONS.
   (A)   It shall be unlawful for any person to drive or operate or cause to be driven or operated any taxicab or limousine upon or over any street in the city unless the driver has obtained for such taxicab or limousine a permit duly issued by the City Secretary as hereinafter provided, which is in full force and effect.
   (B)   Any taxicab or limousine not holding a permit from the city under the provisions of this chapter may enter the city for the limited purpose of delivering its passengers to the passenger's initial destination within the city. A nonpermitted taxicab or limousine driver may not wait for the passenger after delivery nor may they transport a passenger from place to place within the city. In no event shall a nonpermitted taxicab or limousine driver pick up a passenger within the city or transport a passenger out of the city. This exception shall not apply to drivers of taxicabs or limousines whose permit to operate vehicles for hire in this city has been revoked or denied.
