§ 71.04 STOP AND YIELD INTERSECTIONS.
   (A)   Whenever any ordinance of the city designates and describes a through street it shall be the duty of the designated official to place and maintain a stop sign, or on the basis of an engineering and traffic investigation at any intersection a yield sign, on each and every street intersecting such through street unless traffic at any such intersection is controlled at all times by traffic-control signals; provided however, that at the intersection of two such through streets or at the intersection of a through street and a heavy traffic street not so designated, stop signs shall be erected at the approached of either of the streets as may be determined by the designated official upon the basis of an engineering and traffic study.
   (B)   The city hereby designates certain non-scheduled intersections where a particular hazard exists as determined by a traffic investigation to be controlled by stop or yield signs for so long as such hazard is in existence.
   (C)   The designated official is further authorized to determine or designate any street intersection not included in § 71.04(A) as a stop or yield intersection and to place and maintain a stop sign or yield sign at such intersection as and where the designated official determines it should be placed for the protection of citizen and/or the promotion of the orderly flow of traffic within the city.
   (D)   It shall be the duty of the driver of any vehicle approaching a stop sign to bring such vehicle to a complete stop at such time at such sign or at a clearly marked stop line before entering the intersection controlled by the stop sign, except when directed to proceed by a police officer or specially placed traffic control signal. After having so stopped, such driver shall yield right-of-way to other vehicles which have entered the intersection, or which are approaching so closely as to constitute an immediate hazard. It shall be the duty of the driver of any vehicle approaching an intersection controlled by a yield sign to exercise caution as it approaches such intersection and to yield right-of-way to vehicles or pedestrians crossing through or approaching to cross through such intersection.
