The emergency medical service shall be available to all persons within the city limits. The service may also be available to persons:
(A) In the portions of Bell County or other counties which are included within any inter-local mutual aid agreement between the city and the commissioners court of that county.
(B) In any area covered by mutual aid agreement between the city and another municipality; or
(C) At the request of any government entity during a bona fide emergency, as approved by the Director of Emergency Services or his designee.
