(A) It shall be unlawful for a person to be or go upon any street to solicit employment, business, contributions, or sales of any kind from an occupant of a vehicle.
(B) This section shall not apply to:
(1) Services rendered in connection with emergency repairs, towing, or other emergency services requested by the operator or passenger of a vehicle; or
(2) A person entitled to solicit charitable contributions pursuant to and in compliance with the Sean McKinnis Charitable Solicitation Act, § 552.0071 of the Texas Transportation Code, as amended.
(C) As used herein, the terms

shall have the meanings set forth in Chapter 541 (Texas Transportation Code), as amended.
(D) Neither any provision of this chapter nor the issuance of a permit under this chapter shall be construed to authorize any act in violation of any other applicable law or rule.
