Except upon special written permission granted by the Township, each property in the Township served by public sewer service, but not by public water service, shall be required to have installed a meter. Each such meter shall be furnished and installed by the owner in accordance with rules and regulations adopted by the Township. Upon installation, all meters shall become and thereafter remain property of the Township. At the owner’s option, the meter installed shall be either:
A. A water meter to measure all water from any well, cistern or other source discharged within 20 feet of any drain connected to the public sewer system;
B. A sewer meter to measure all sewage discharged from the property into the public sewer system.
