The Township Engineer before May 1st of each year shall, after receiving a copy of the previous year’s sewage figures and a copy of the annual audit report, prepare a report on the operation of the sewer system. The report shall include a statement as to the operation of the system for the previous year, a statement of the previous year’s funding of the system, a projected budget for the current year to include anticipated capital expenditures, a statement as to the adequacy of insurance coverage, and recommenda tion to the Township on the rate being charged for sewer rentals.
