1. Sewer rentals or charges shall be due and payable upon the applicable billing date as provided for in § 18-307 and the appropriate amount computed in accordance with this part shall constitute the net bill. If bills for each sewer service shall not be paid within 30 days after such shall become due and payable, such bills shall be deemed delinquent and a penalty of 15% shall be added to such delinquent bills and collected as a part thereof
2. Except as provided in subsection 5, below, it shall be the responsibility of each metered sewer customer to submit an accurate reading of the customer’s meter each quarter, unless a meter reading for such quarter is taken by an employee of Hanover Township or the municipality supplying water service. Customers on water systems served by the City of Bethlehem shall submit such readings no later than:
May 15 for the quarter beginning the previous November 16 and ending February 15;
August 15 for the quarter beginning the previous February 15 and ending May 15;
November 15 for the quarter beginning the previous May 16 and ending August 15; and
February 15 for the quarter beginning the previous August 16 and ending November 15, to the following address:

3. Inaccurate Readings. Knowing submission of inaccurate readings of water meters under this Section shall be considered a violation of this Part.
4. Outside Meters. If outside meters are installed and in an accessible and safe location for inspection without the necessity of the presence of the property owner or tenant, the customer shall be relieved of the responsibility of meter readings, provided the meter is kept in good repair.
