Every appropriation, except an appropriation for a capital expenditure, shall lapse at the close of the fiscal year to the extent that it has not been expended or encumbered. An appropriation for a capital expenditure shall continue in force until the purpose for which it was made has been accomplished or terminated. Any appropriation for a capital project which is terminated or abandoned shall be treated as surplus funds pursuant to Section 7.07(d). Any appropriation for a capital expenditure shall lapse when the purpose of which the appropriation is made is removed from the capital program of the Township. *
