§ 210. Regulation of Permitted Premises.
   1.   Proximity to Street or Side Property Line. Every person permitted under this Part shall constantly maintain the permitted premises in accordance with any special provisions imposed by the Council and in the manner prescribed by this section and any subsequent regulations adopted by the Council. No junk yard and scrap yard shall be established closer to any street or side property line than fifty (50) feet and must be entirely enclosed within a solid wall or fence no less than six (6) feet high. No junk yard and scrap yard shall be added to or extended unless in compliance with the aforementioned provisions.
   2.   Maintaining Aisles or Roadways. There shall be established and maintained in all junk yards and scrap yards parallel aisles or roadways of not less than ten (10) feet in width and not more than fifty (50) feet apart and intersecting vertical aisles or roadways of not less than ten (10) feet in width and not more than five hundred (500) feet apart. All aisles or roadways must be kept clear of weeds and brush at all times.
   3.   Inflammable Liquid. No inflammable liquid shall be permitted to remain in any junked container, whether the container is a separate item or is an integral part of another item, at any time.
   4.   Rags, Bottles and Scrap Paper. All rags, bottles and scrap paper must be kept within the walls of a building constructed of fire resistant material and no garbage or other organic waste shall be stored in such premises.
   5.   Nuisance. Such premises shall at all times be maintained so as not to constitute a nuisance or a menace to the health of the community or of residents nearby or a place for the breeding of rodents and vermin.
   6.   Storage and Drainage. The manner of storage and arrangement of junk, and the drainage facilities of the premises shall be such as to prevent the accumulation of stagnant water upon the premises, and to facilitate access for fire-fighting purposes.
