(a) Notice and Hearing. Not more than fifteen (15) days after receipt of the capital program from the manager, the council shall publish in one or more newspapers of general circulation in the Township the general summary of the capital program and a notice stating:
1. The times and places where copies of the capital program are available for inspection by the public, and
2. The time and place, not less than fifteen (15) days nor more than thirty (30) days after such publication, for a public hearing on the capital program.
(b) Amendment Before Adoption. The council may amend the capital program. Any amendment to the capital program shall be made at the public hearing and shall require an affirmative vote of a simple majority of the council members.
(c) Adoption. The council by resolution shall adopt the capital program, as amended, after the public hearing but prior to adoption of the budget for the ensuing year, and no later than the fifteenth day of September of the current fiscal year.
