All persons, firms or corporations engaged or intending to engage in business as a junk dealer, or operating or maintaining or intending to establish or maintain a junk yard or scrap yard, within the limits of the Township, shall obtain a permit from the Clerk of the Township of Hanover, for which permit a fee in accordance with the schedule hereinafter set forth shall be paid to the use of the Township.
