When the Township Manager notifies the occupant or occupants of a building or the owner of real estate in writing that there is evidence of rat or insect infestation on the premises, the said occupant, occupants or owner shall immediately institute rat and insect eradication measures and continuously maintain such eradication measures until the premises is declared by the Health Officer to be free of rat and insect infestation.
