Whenever conditions inside or under unoccupied buildings provide extensive harborage for rats the Township Manager is empowered, if said conditions are not corrected in a period of thirty (30) days after written notification to the owner, to institute condemnation demolition proceedings. The cost of such proceedings is to the owner.
