No person shall permit excessive vegetation to grow, be or remain upon private premises and/or the public thoroughfare adjacent to private premises. All persons having control over and/or owning or leasing property on which excessive vegetation is located are required to cut, remove or destroy or cause to be cut, removed or destroyed all excessive vegetation.
