§ 712. Declaration of Purpose and Findings.
The Hanover Township Emergency Costs Recovery Ordinance is adopted for the purpose of promoting the health, safety and welfare of the citizens within Hanover Township, Lehigh County. The Township Council finds that Han-Le-Co Volunteer Fire-Rescue Company No. 1 ("Han-Le-Co Fire Company") provides valuable emergency services, including fire protection, to the persons of this Township. These services promote the welfare of the Township, preserve the health and lives of persons and protect property from damage and destruction. The continued financial stability of Han-Le-Co Fire Company is of paramount importance to the members of the Township. The Han-Le-Co Fire Company is required to respond to an increasing number of emergency incidents or false alarms. The costs of such responses, as well as the costs for the purchase and maintenance of fire company equipment and supplies, has increased because of increased responses to emergency calls for accidents on State and Federal highways in the Township and compliance requirements for new State and Federal regulations. It is necessary, therefore, for Han-Le-Co Fire Company's financial stability that Han-Le-Co Fire Company charge a fee for its response to an emergency incident or false alarm.
