§ 164. Curbs and Sidewalks.
   1.   No property owner shall construct, reconstruct, or repair sidewalk and/or curbing without first obtaining a permit to do so from the Township Zoning Officer. Such permit shall be issued if the application complies with the Hanover Township Standards for Placement of Curbing and Sidewalks.
   2.   No curbing or sidewalk shall be installed without lines and grades being established by the Township Engineer.
   3.   The Township Zoning Officer is empowered to notify property owners of the deterioration of existing curbing and/or sidewalk and to order the repair or replacement as may be deemed necessary.
   4.   Any new or replaced concrete curbing or sidewalks, concrete ramps and/or crosswalks shall be installed at the property owners expense at locations determined by the Township Engineer in accordance with Federal Guidelines for the installation of access ramps for the handicapped. These are provided to make the .transition from street to sidewalk easily negotiable for persons in wheelchairs and others who have difficulty making the required step up.
   5.   The property owner shall cause the work to be done in regard to the construction, reconstruction and repair of sidewalks and/or curbing so that the Township Engineer shall inspect and approve the forms and rough layout work prior to the installation and pouring of pavement materials. On the completion of the permitted work, the Township Engineer shall be notified by the permittee so that the work may be subject to final inspection and approval. The permit form shall contain a provision for the necessary approvals by the Township Engineer.
