§ 301. Definitions.
   ALUMINUM BEVERAGE CAN - a container entirely of aluminum and used solely for the packaging of beverages.
   COLLECTOR - a person, corporation or partnership performing municipal solid waste collection and disposal or recycling with the Township.
   COMMERCIAL ESTABLISHMENT - any establishment engaged in a non-manufacturing or non-processing business including, but not limited to, stores, markets, office buildings, restaurants, shopping centers, apartment buildings of four (4) or more units, theaters, and churches.
   CORRUGATED PAPER - any structural paper material with an inner core shaped in rigid parallel furrows and ridges.
   DISPOSAL - incineration, deposition, injection, dumping, spilling, leaking, or placing of municipal solid waste into or on the land or water in a manner that the waste or a constituent of the waste enters the environment, is admitted into the air, or is discharged to the waters of the Commonwealth of Pennsylvania.
   DISPOSAL SITE - any Pennsylvania State-permitted site, facility, location, area or premises to be used for the disposal of municipal solid waste.
   GARBAGE - all animal and vegetable wastes attending or resulting from the handling, dealing, storing, preparation, cooking and/or consumption of foods.
   GLASS CONTAINERS - bottles and jars made entirely of glass, devoid of metal caps and rings, and used in the storage of food and beverages. This term does not include blue glass, flat glass commonly known as window glass, drinking glass, light bulbs and fixtures.
   HIGH GRADE OFFICE PAPER - any bond, copier, letterhead or mimeograph paper typically sold as "white ledger" paper; and computer paper.
   INDUSTRIAL ESTABLISHMENT - any establishment engaged in manufacturing or processing including, but not limited to, factories, foundries, mills, processing plants, refineries and the like.
   INSTITUTIONAL ESTABLISHMENT - any establishment engaged in service to persons including, but not limited to, hospitals, nursing homes, orphanages, schools and universities.
   METAL - cans, other than aluminum, consisting entirely of steel, tin or bi-metal and used in the storage of food and beverages.
   MOBILE HOME PARK - a parcel of land under single ownership for the placement of mobilehomes to be used for non-transient dwelling purposes. Mobile home parks will be considered residential establishments.
   MUNICIPAL SOLID WASTE - any garbage, refuse, industrial lunchroom or office waste and other material including solid, liquid, semi-solid or contained gaseous material resulting from the operation of residential, municipal, commercial, industrial or institutional establishments and from community activities, and any sludge not meeting the definition of residual or [hazardous waste in the Solid Waste Management Act from a municipal, commercial or] institutional water supply treatment plant, wastewater treatment plant or air pollution control facility (Pennsylvania Solid Waste Management Act 97, § 103).
   NEWSPAPER - paper commonly referred to as newsprint and distributed at stated intervals usually daily or weekly, having printed thereon news and opinions and containing advertisements and other matters of public interest. The term "newspaper" does not include magazines or other periodicals and any other paper products.
   PERSON - any individual, partnership, corporation, association, institution, cooperative enterprise, municipal authority, Federal government or agency, State institution and agency, or any other legal entity whatsoever which is recognized by law as the subject of rights and duties.
   PLASTICS - synthetic materials consisting of large molecules called polymers that contain primarily carbon and hydrogen with lesser amounts of oxygen or nitrogen.
   HDPE (High Density Polyethylene) - a recyclable plastic, used for items such as milk containers, detergent containers, and base cups for plastic soft drink bottles. These containers are coded with the number "2" and the letters HDPE.
   PET (Polythylene Terephthalate) - a plastic resin used to make packaging, particularly soft drink bottles. These containers are coded with the number "1" and the letters PETE.
   RECYCLABLE MATERIALS - those materials specified by the Township to be recycled. This list of materials is specified in the recycling regulations resulting from this Part and may be revised from time to time as deemed necessary by the Township.
   RECYCLABLE WASTE - refuse utilized or marketed for reuse or reprocessing rather than disposed of in a disposal site.
   REFUSE - the collective term applying to all garbage, rubbish, recyclable waste, ashes, leaves, and grass trimmings from residential, municipal, commercial, industrial or institutional premises and construction and demolition refuse.
   RESIDENTIAL ESTABLISHMENT - any premises utilized primarily as residential dwelling unit, including, but not limited to, homes and mobilehomes; apartments of four (4) or more units, are considered commercial establishments.
   TOWNSHIP - Hanover Township, a Home Rule Township, located in Lehigh County, Pennsylvania.
