No property in Hanover Township shall be used for any event or gathering upon such property at which the number of attendees at the event or gathering causes attendees to gather, assemble, stand, walk or otherwise occupy any public street or portion thereof adjacent to such property in such numbers that prevent or impede the safe operation or transit of motor vehicles at the maximum legal speed for such public street.
