3-1-3: LOCAL LIQUOR CONTROL COMMISSION:
The village president is hereby authorized to be the local liquor control commissioner and shall be charged with the administration of and empowered pursuant to the Illinois liquor control act of 1934, as amended, 235 Illinois Compiled Statutes 5/1-1 et seq., and such ordinances and resolutions relating to alcoholic liquor as may be passed from time to time by the board of trustees.
   A.   The village president, as local liquor control commissioner, shall be the chief administrative officer of the local liquor control commission, which shall consist of three (3) members, including the village president and two (2) members of the board of trustees appointed from time to time by the president.
   B.   The local liquor control commissioner shall have the authority to issue, suspend and/or revoke alcoholic liquor licenses in accordance with the Illinois liquor control act of 1934, as amended, 235 Illinois Compiled Statutes 5/1-1 et seq., village ordinances and resolutions, and any rules and regulations established by and for said commission.    C.   All actions of and decisions by the local liquor control commission shall require a simple majority vote, including any vote to authorize the issuance of a license under these regulations; provided, however, the local liquor control commissioner may in his discretion issue a class G license, under subsection 3-1-6L of this article, for any special event of one day in duration, after his review and approval of any application of same, and subject to such conditions as he may impose, without action by or approval of the local liquor control commission; and for such purpose, the local liquor control commissioner shall have the powers described in subsection F of this section.    D.   In the absence of the village president, one of the appointed members of the local liquor control commission shall be designated acting local liquor control commissioner and shall assume the responsibilities of such office.
   E.   The local liquor control commission shall meet from time to time as may be necessary to carry forth its statutory duties.
   F.   The local liquor control commission shall have the right to examine, or cause to be examined, under oath, any applicant for a local license or for a renewal thereof of any licensee upon whom notice of revocation or suspension has been served as provided by statute, and to examine the books and records of any such applicant or licensee, to hear testimony and take proofs for its information in the performance of its duties, and for such purpose to issue subpoenas which shall be effective in any part of the state. For the purpose of obtaining any of the information desired by the local liquor control commission under this section, said commission may authorize its agent to act on its behalf.
