No license issued by the City Controller shall be transferred to another person, to another ownership or vehicle except as specified within this chapter. Any violation of any part of this chapter shall be cause for the permanent revocation of the license of a taxicab by the City Controller, the license shall be offered by lotto drawing as specified in § 125.22(B)(1). An appeal of such a revocation may be made to the City Council License Committee within 10 days of written notification of revocation by the City Controller to the owner. The City Council License Committee shall make a final ruling on the revocation within 60 days and shall notify the owner and City Controller of the same.
