(A) The administrative official shall direct the issuance by the City Controller of a permit for a masseur within 21 days following the application and the providing of all information required by this chapter, unless the administrative official finds that the applicant for a permit has been convicted of a felony, an offense involving sexual misconduct with children, or any violation of I.C. 35-45-4, 35-49-1, 35-49-2 or 35-49-3, or unless he or she finds that the applicant has failed to provide all of the information and certificates required by this chapter.
(B) Each permit for a masseur, pursuant to this chapter, shall terminate on August 31 following its issuance, and any renewal shall be for a 1 year term commencing September 1 and ending August 31 thereafter, and shall be carried by the permit holder while engaged in his or her employment.
