(A) No license for the operation of a massage establishment shall be transferable except with a written consent of the administrative official.
(B) However, upon the death or incapacity of the licensee, the massage establishment may continue in business for a reasonable period of time to permit an orderly transfer of the license to the personal representative of the licensee or to a transferee of the license.
