Nothing contained herein shall in any way be deemed to limit the right of the city to adopt, in addition to the provisions of this franchise and existing applicable ordinances, any additional regulations as it shall find necessary in the exercise of its reasonable police power. However, the regulations shall be reasonable and shall not materially conflict with the terms and conditions of this franchise.
