The franchise granted by this chapter shall become effective when accepted by the grantee and shall then be and become a valid and binding contract between the city and the grantee. However, this franchise shall be void unless the grantee shall, within 90 days after the final passage of this chapter, file with the City Clerk a written acceptance of the franchise herein granted, agreeing that it will comply with all of the provisions and conditions hereof and that it will refrain from doing all of the things prohibited by this chapter.
