At every auction sale within the city there shall be kept a sale book in which each purchaser shall, immediately after making a purchase, sign his or her true name and address, opposite which the auctioneer shall write the name of the article purchased, as the name appears upon the tag required by § 113.07, and the sale price thereof. The article shall be delivered to the purchaser with the tag intact and attached thereto.
