All property sold at auction within the city shall have attached thereto a tag plainly marked in the English language stating fully and truthfully the name of the article, the quality thereof, and whether the article is genuine or imitation. These facts shall be the same as those that are set forth in the inventory in the auction seller’s application for license, but any failure to set forth these facts fully in the application shall not excuse the marking of the tags under this section. The auction seller as well as the auctioneer shall be responsible for the full compliance with this section.
