(A) If the applicant and the application are found to be satisfactory, and if the required license fees and bond have been posted and paid, the Licensing Committee on recreational parlors, pool rooms or billiard halls shall authorize the City Controller to issue a license to the applicant authorizing him or her to conduct, maintain, engage in and carry on the business of operating a recreational parlor, pool room or billiard hall in the city in the place designated in the license.
(B) Each license pursuant to this section shall display the license so issued in a conspicuous place in his or her place of business.
