Before any festival shall operate in the city, the sponsor thereof shall apply to the City Controller for a permit. The application for a permit shall be in the form of a sworn statement under oath. The application shall state thereon the name and address of the person that intends to operate or conduct the festival. The application shall state the name and address of the charitable organization or group which shall receive the profits and income to be derived from the festival. The application shall further state that no person other than the one named in the application shall profit from the festival. After the foregoing provisions have been complied with, the City Controller shall issue a permit.
