The Coordinator of the Division of Solid Waste, Water and Noise Pollution shall possess the following qualifications:
(A) College degree (B.A. or B.S.) from an accredited college or university;
(B) A thorough knowledge of the federal, state, and local laws, regulations and ordinances which govern solid waste, water and noise pollution; and
(C) A working knowledge of other federal, state and local environmental laws.
