(A) Prior to the filing of a petition by any person with the Common Council seeking a vacation, that person shall present the proposed petition to the City Engineer. The City Engineer shall review the proposed petition, seek the recommendation of the affected utilities or other land owners as the City Engineer deems appropriate, and submit his or her report or recommendation on the proposed vacation to the Common Council prior to or simultaneous with the filing of the petition for vacation.
(B) The Common Council shall not act on any petition for vacation filed with it and not first presented to the City Engineer as described in division (A) above.
