In case a builder shall construct a sidewalk contrary to the provisions of this chapter, or fail to come up to the requirements, or in an unworkmanlike or defective manner, the Board of Public Works and Safety shall give written notice to the person to rebuild or replace the walk within 15 days after the receipt of the notice. The notices shall be sent only between April 1 and November 1 of every year.
