(A) It shall be unlawful for any person to engage in the business of building or constructing sidewalks within the city, or for persons, other than themselves, under contract without first having procured a license to engage in that work from the City Controller.
(B) Any person desiring a license to engage in the business of constructing and building sidewalks for other people under contract within the city shall make application, in writing, for a license to the Board of Public Works, setting out in the application the full name and residence of the applicant, if an individual, and the full name and residence of each of the partners, if a partnership, and, if a corporation, the name and place of the corporation.
