(A) It shall be unlawful to pave across or upon any portion of the public parkways within areas zoned residential, as designated in the zoning code.
(B) No person shall hereafter pave across or upon any portion of the public parkways within commercial or industrial areas as designated in the zoning code of the city. However, upon approval by the Board of Park Commissioners of the Department of Public Parks, permission may be granted for the paving of public parkways where the benefit thereof will be to the citizens and the city.
