When the owner or lessee of any real estate within the city shall desire to break or open any curb along any street in this city for the purpose of permitting vehicles to drive across any sidewalk and into any filling station or place where a public business is conducted, it shall be the duty of the owner or lessee to make appropriate application to the Board of Public Works and Safety for permission to do so and to accompany the application with a plate or drawing indicating the exact location of the proposed opening and breaking of curb and indicating the number of these openings proposed.
