(A) No person shall make any excavation of any character in any of the public streets, sidewalks or alleys within the city without a special permit.
(B) All special permits for excavating or placing building material or any other material whatsoever in any of the public streets, sidewalks or alleys of the city shall be issued by the Street Commissioner.
(C) Applications for all special permits covered by this chapter shall be made in writing on blanks furnished by the city, the application must show the exact location of the proposed excavation or the proposed place the building material or any other material is to be put, and the Street Commissioner shall keep a record of all permits granted by him or her.
