Construction, reconstruction or general repair work on sidewalks, when begun, shall be prosecuted with due diligence until completed. After completion of the work, the contractor or person doing the work or the person causing the work to be done shall clean up and remove all surplus dirt, debris and material therefrom. During the progress of the work all necessary and proper lights and safeguards shall be placed to prevent accidents to passers-by.
