§ 101.057 CITY ENGINEER TO FURNISH PLANS, SPECIFICATIONS AND GRADE.
   (A)   Upon the filing of an application for grade at the office of the City Engineer, he or she shall furnish the applicant with a copy of plans and specifications for the making of the improvement, and shall, as soon as possible thereafter, furnish the applicant with stakes showing the required grade for the sidewalk. Before any excavation or work is begun on the sidewalk, it shall be the duty of the City Engineer and he or she shall have the right to inspect the material to be put in the construction, reconstruction or repair of the sidewalk. The material shall conform to the plans and specifications to the satisfaction of the City Engineer.
   (B)   The grades for sidewalks shall be furnished by the City Engineer when a permit has been granted for the construction of the sidewalk. It shall be unlawful for any person to build or assist in building any sidewalk where no grade has been established, without first obtaining a grade therefor from the City Engineer, or contrary to any grade which may be obtained from the City Engineer, or shall build or assist in building any sidewalk contrary to any grade which may have been established by the Board of Public Works, or contrary to any of the provisions of this chapter.
