(A) In all cases, except where sidewalks are to be laid in accordance with the provisions of special improvement resolutions of the Board of Public Works and Safety, it shall be unlawful for any person to construct, lay or rebuild any sidewalk on any portion of the public streets or alleys of the city without first having obtained a permit to do so from the Board of Public Works and Safety, specifying the work to be done.
(B) The construction, laying or rebuilding of a sidewalk shall be done in strict compliance with the permit required by division (A) above, and the specifications prepared for the construction of sidewalks adopted by the Board of Public Works and Safety.
