Any designated enforcement official or any aggrieved person may institute a suit for mandatory injunction in any court of competent jurisdiction to restrain any person from violating the provisions of this subchapter, or may institute a suit to effect the removal of substances dumped or deposited in violation of this subchapter and if not promptly removed by the offender, it may be removed at the direction of the court and the cost of removal may be assessed against the violator.
