When it appears to the Board of Public Works and Safety, the Plan Commission or the Common Council that within an area wherein the substances regulated in this subchapter are to be deposited or dumped that it is proper to cover the substances or plant with a vegetation or both to prevent being carried or moved by the elements, the permit shall specify the material and manner in which the substances shall be covered or planted.
