Shallow gutters may be constructed across sidewalks to convey clean storm water from spoutings, but no gutter shall be more than 2 inches in depth and shall have sloping sides not less than 4 inches in width. When there is sufficient depth, vitrified tile shall be used under the sidewalk. Where there is not sufficient depth, gutters may be constructed in sidewalks if the gutters are provided with flat stone or iron coverings set flush with the sidewalk, or without covering as above provided and not otherwise.
