Car washes are hereby prohibited from depositing water or ice onto public streets or ways at any time. Car washes are required to keep sufficient abrasives on hand, at all times, which must be applied to slippery pavement, developing as a result of the use of the car wash, for a distance of 3 blocks in any direction from the car wash.
