(A) It shall be the duty of the Chief of Police and the Code Enforcement Commissioner to see to the enforcement of each and all of the provisions of this chapter.
(B) Whenever there is any obstruction in any street or alley or sidewalk, each and every police officer shall endeavor to remove the obstruction, and if the obstruction cannot readily be removed, then any police officer aware of the condition shall report the condition to the Department of Public Works and Safety, and the Department shall remove the obstruction.
