§ 99.71 OBJECTS PROJECTING FROM VEHICLES.
   (A)   (1)   No person shall operate or drive in any park a vehicle containing any person or object projecting or hanging outside or on the top thereof. However, outdoor sports and recreation equipment such as fishing rods, beach chairs, beach umbrellas, tent poles and sheds may be carried on the rear of vehicles or on a rack designed for that purpose and attached to the top thereof.
      (2)   In all cases, fastenings for the racks shall be secure and substantial.
      (3)   Also, the equipment so carried shall in no case project more than 12 inches above the top or either side or the front of the vehicle.
   (B)   If the extending objects project to the rear of the vehicle, the objects shall not obscure the tail or stop lights or directional signals thereon, and a plainly visible red cloth shall be securely fastened to the rear extremity of the projecting objects.
