§ 99.67 OBSTRUCTING TRAFFIC.
   No person shall cause or permit any vehicle to obstruct traffic in any park or park street or to stop any vehicle, except at those places specifically designated or maintained for the purpose of stopping or parking and then only in cases of emergency.
